If you will not register the foreign marriage in Romanian Registry within 6 months after the solemnization, it is not consider a fraud. So, you will not have to pay a fine.
But, be aware that this omission can produce you collateral juridical effects.
We are referring to the fact that Romanian authorities have the legal right to reject your claims/applications for Romanian EU passport, Romanian ID, registering a second foreign marriage after the divorce, registering a foreign name changes, etc.
